Business registrations in Saudi Arabia experienced strong growth in the first quarter of 2025, rising 48 percent year-on-year with over 154,000 new commercial records issued. Official data highlights that most registrations were concentrated in Riyadh, Makkah, and the Eastern Province.
Recent government reforms, including new laws simplifying the registration process and eliminating the need for subsidiary registers, have made it easier for businesses to operate nationwide. Businesses are now able to use a single commercial register across the country, further streamlining operations.
The report points to key sectors such as technology, tourism, entertainment, and research as major contributors to economic growth, reflecting the goals of Saudi Vision 2030. Nearly half of all new business records for institutions were issued to women, indicating a shift toward greater female participation in the economy.
E-commerce also saw a notable 6 percent increase, with over 41,000 new permits. Riyadh remained the leading city for these registrations, followed by Makkah and the Eastern Province.
Cloud computing is another rapidly growing area, with a 33 percent surge in registrations. This trend supports the Kingdom’s ambition to become a technology hub and aligns with broader efforts to boost digital innovation and diversify the economy.
Virtual and augmented reality technologies also gained momentum, with a 39 percent rise in permits. Most of these were issued in Riyadh, underscoring the city’s role as a center for emerging digital industries.
Overall, the data reflects a vibrant and evolving business environment in Saudi Arabia, supported by regulatory changes and a focus on new economic sectors.
