Saudi Arabia has lifted restrictions on domestic charter flights, allowing international business and private jet operators to fly within its borders. The new policy, set to begin in May 2025, is a significant step in the country’s plan to become a leading global aviation hub and boost its private aviation industry.

According to GACA, the move is expected to create new opportunities, generate jobs, and increase connectivity for business and private travelers. The change forms part of a broader strategy aimed at building the private aviation sector into a $2 billion market by 2030.

The General Aviation Roadmap, introduced in 2024, supports this transformation through regulatory updates and substantial investment in aviation infrastructure. Since the removal of restrictions was first announced, numerous international and regional operators have shown interest in entering the Saudi market, signaling strong investor confidence.

This development aligns with Saudi Arabia’s Vision 2030 goals and its aviation strategy, making the Kingdom more accessible and appealing to global aviation businesses.
