In a bold move to attract global investments and boost economic growth, Saudi Arabia has unveiled plans for ten specialized cities within the NEOM megaproject. These cities are each designed to cater to specific sectors such as energy, biotechnology, media, entertainment, and manufacturing. The strategic development aims to establish Saudi Arabia as a dominant player across various industries while simultaneously creating a wealth of job opportunities for its citizens.
The master plan for NEOM envisions these urban centers as interconnected hubs of innovation. They will feature state-of-the-art technologies, efficient transport networks, and sustainable infrastructure, all designed to work in harmony with the environment.
1. The Line
The Line is envisioned as a carbon-neutral, linear metropolis within NEOM that promotes pedestrian-friendly living, eliminating the need for cars. Stretching over 170 kilometers, it will offer residents easy access to housing, schools, employment, and green spaces, all within walking distance or a quick trip via public transit or high-speed rail. The city’s innovative vertical design will accommodate approximately 9 million people, maximizing land and energy efficiency while fostering community engagement. The project’s completion is expected to dramatically shape urban development while supporting Saudi Arabia’s Vision 2030 initiative.
2. Oxagon
Near the vital Suez Canal in the Red Sea, Oxagon is set to emerge as a pivotal logistics and industrial hub. With its octagonal shape, the city will host factories, manufacturing sites, and logistics centers, focusing on renewable energy, food production, and digital technologies. Oxagon’s design is anchored in sustainability, aspiring to be a zero-carbon city with an integrated port and supply chain ecosystem. The city is projected to create around 90,000 jobs by 2030 and will feature residential communities that harmonize with their waterfront setting, promoting a sustainable lifestyle.
3. Trojena
Located in NEOM’s mountainous region, Trojena is set to redefine mountain tourism with its diverse winter sports facilities, which will be the venue for the 2029 Asian Winter Games. This destination is projected to attract 700,000 visitors annually by 2030, contributing to the nation’s GDP and job market. Trojena will offer a balanced mix of residential, hospitality, and recreational amenities, all designed to blend with the natural landscape.
4. Sindalah
As an entry point to the Red Sea, Sindalah is an island destination offering bespoke boating experiences and pedestrian-friendly spaces. Set to open in 2024, the island will feature luxury resorts, a yacht club, and an array of high-end brands, aiming to attract over 2,400 visitors daily by 2028. This luxury getaway is aligned with Vision 2030, showcasing Saudi Arabia’s potential for premium Red Sea tourism.
5. Leyja
Leyja is an upcoming eco-tourism destination near the Gulf of Aqaba. It is designed to preserve the natural valley it is set in, with a commitment to maintaining 95% of the area untouched by development. The hotels and amenities will offer sustainable leisure activities that emphasize wellness and adventure, all within the breathtaking mountainous scenery.
6. Epicon
The coastal luxury destination Epicon will feature twin towers housing a boutique hotel and upscale residences. With a focus on lavish amenities and stunning shoreline views, Epicon seeks to redefine luxury hospitality. It is part of NEOM’s initiative to strengthen its ecotourism sector and enhance the region’s tourism offerings.
7. Siranna

10. Aquellum
Aquellum is a futuristic residential and leisure development integrated into the mountains of NEOM.
