Saudi Arabia Advances in Nuclear Energy

Prince Abdulaziz Highlights Kingdom's Commitment to Nuclear Safety at IAEA Conference

Saudi Energy Minister Prince Abdulaziz bin Salman emphasized the critical role of nuclear security and safety, asserting that each state is responsible for maintaining its system according to national and international standards.

The Kingdom is advancing its nuclear energy initiatives, recognizing its importance for social and economic development. Prince Abdulaziz, speaking at the 68th Session of the International Atomic Energy Agency (IAEA) General Conference in Vienna, highlighted Saudi Arabia’s commitment to peaceful nuclear energy applications.

Saudi Arabia is progressing with its national nuclear energy project, including building its first nuclear power plant to diversify its energy mix and support sustainable development. Prince Abdulaziz, who also chairs the King Abdullah City for Atomic and Renewable Energy and the Nuclear and Radiological Regulatory Commission, noted that the Kingdom has completed essential administrative and regulatory preparations.

In July 2024, Saudi Arabia requested the IAEA to rescind the Small Quantities Protocol and fully implement the Comprehensive Safeguards Agreement. Efforts are underway to finalize the necessary arrangements by the end of December this year.

Prince Abdulaziz reiterated Saudi Arabia’s commitment to its international nuclear obligations, ensuring that national legislation and infrastructure meet all requirements for controlling nuclear materials and technology.

He extended gratitude to IAEA Director General Rafael Grossi and the Deputy Director for Safeguards for their support. Additionally, Saudi Arabia will host an international conference on nuclear emergencies in Riyadh in late 2025, aiming to enhance global preparedness and response to nuclear incidents.

The Kingdom is also involved in strengthening international radiological monitoring and early warning capabilities, offering its expertise to the IAEA and the International Emergency Center. Saudi Arabia deposited its acceptance of the IAEA’s Agreement on Privileges and Immunities in August, demonstrating its commitment to various international nuclear agreements.

Prince Abdulaziz announced plans to host a workshop on the Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Waste Management, encouraging broader global participation in the Convention. The Kingdom has benefited from the IAEA’s Integrated Regulatory Review Service (IRRS) mission, which commended Saudi Arabia’s adherence to radiation safety standards and progress in regulatory frameworks.
