Launched by the Saudi Ministry of Human Resources and Social Development, Qiwa has become an integral component in the nation’s employment market, automating operations for upwards of 1.2 million businesses, as reported by the Saudi Press Agency.
The platform has proved its worth by facilitating more than 126 million transactions, highlighting its effectiveness and the extent of its integration into the market.
With a suite of automated operational and inquiry services, Qiwa’s objective is to make labor sector procedures more efficient. It provides access to over 135 digital services around the clock, bolstering the business climate and administrative efficiency.
Qiwa extends a variety of key services such as visa processing, contract validation, employment permit renewals, and labor regulation policies. These services are geared towards expediting market processes and increasing transparency.
The success of the platform is a reflection of the goals outlined in Saudi Vision 2030, demonstrating its contribution to the labor market’s transformation and modernization.

In July of 2023, the ministry greenlit a digital service for the recording of contracts within public agencies, adding to the array of electronic solutions Qiwa provides.
This service is designed to supervise the localization of employment and maintenance contracts in public agencies, in alignment with the Labor Localization and Maintenance Initiative.
The initiative’s objective is to increase national employment rates within public agencies and to refine the capabilities and expertise of Saudi nationals.
The sectors impacted by this resolution include employment and maintenance, urban sanitation, road services, food services, and information technology operations.
Organizations with employment and maintenance agreements with public bodies are required to upload their contract information to the Qiwa platform using the specialized Labor Localization and Maintenance Contracts service.
The enactment of this policy will be phased in across three stages, with consideration for the various sizes of the establishments involved.
