Saudi Arabia has eliminated hospitality license fees to boost tourism and attract investments, effective September 4.

As part of its broader Tourism Investment Enabler Program, Saudi Arabia has announced the removal of fees for commercial activity licenses in the hospitality industry, including hotels, hotel apartments, and residential resorts. This initiative is aligned with the Kingdom’s Vision 2030, aiming to diversify the economy and reduce reliance on oil revenues.

This policy change is a crucial element of Vision 2030, a comprehensive plan with over $800 billion allocated for economic diversification. The vision seeks to position Saudi Arabia as a top global tourist destination through significant investments in infrastructure, cultural projects, and tourism sector liberalization.

The elimination of license fees is expected to lower barriers for new and existing businesses in the hospitality sector. This move will reduce operational costs, encouraging more investments and accelerating the initiation of new projects, thereby increasing the sector’s contribution to the national GDP.

Economic and Tourism Growth

According to Alpen Capital, Saudi Arabia’s hospitality sector is projected to grow at a compound annual growth rate (CAGR) of 7.5% from 2023 to 2028. Government initiatives, rising tourist arrivals, and mega-events like sports competitions and conferences are key drivers of this growth, aligning with trends in other Gulf Cooperation Council (GCC) countries.

Broader Economic Impact

The hospitality sector’s growth is vital to Saudi Arabia’s economic expansion, with revenues expected to reach $48.1 billion by 2028. This fee waiver complements other economic reforms aimed at fostering a favorable business environment and enhancing private sector involvement.

By cancelling hospitality license fees, Saudi Arabia is making a significant stride in its tourism and economic reform agenda. These efforts are essential for achieving Vision 2030’s goals, setting the stage for a diversified, sustainable, and dynamic economy, and establishing the Kingdom as a global tourism leader.
